RESIDENT
Definition: A resident is a person who lives in the City of Rochester, Rochester Hills or Oakland Twp.
 
There is no membership fee if you are a resident. There is a $6.00 cost for your membership card. All residents of the three municipalities may participate in all programs and activities unless the bumping policy takes place for the 50 to 59 year olds. The bumping policy is: If a 50-59 age person registers for any program or event, (with the exception of Health and Wellness where the bumping policy does not apply), and the program/event fills up before the deadline date, the 60+ seniors will have priority and the 50 to 59 age person will be bumped from the list if a 60+ person wants to register. After the deadline date, no one can be bumped.
 
NON-RESIDENT
Definition: A Non-Resident is any person who does not reside in Rochester, Rochester Hills or the Charter Township of Oakland.
 
All Non-Resident participants must be 50 years of age or older to participate in any program at OPC that requires a fee, any class fee, program fee, pool fee, or drop-in activity fee unless the bumping policy takes place for the 50 to 59 year olds. The bumping policy is: If a 50-59 age person registers for any program or event, (with the exception of Health and Wellness where the bumping policy does not apply), and the program/event fills up before the deadline date, the 60+ seniors will have priority and the 50 to 59 age person will be bumped from the list if a 60+ person wants to register. After the deadline date, no one can be bumped.
 
The Annual Non-Residency fee is $175.00 per person 50+ or $225 per married couple. There are three exceptions to this policy.

MEALS: Any persons, 60 years or older, can sign up one day in advance by 11:00 am for a site meal, suggested donation of $3.00. Guests under 60 can sign up for a site meal, the cost is $4.00.
 
TRAVEL: A Non-Resident does not have to pay the $175 Annual Fee to travel. All other travel policies are effective for this program.
 
“OPEN TO THE PUBLIC” Special Events: When a special activity is declared by OPC’s Director to be an “Open to the Public” event such as the Annual Signature Event, Holiday Time, Fundraising or Performing Arts bi-annual productions, these events will be publicized as “Open to the Public” and no non-residency fee will be required for these special events.
 
All participants in OPC programs must comply with this Non-Residency and Resident Policy.
